Water Policy

In the arid West, water is perhaps the most in demand and politically contentious resource. Water must be allocated between municipal uses, agriculture, energy production, and supporting for plants and wildlife. What are the politically feasible and utilitarian solutions to dividing water among these disparate interests? How do various stakeholders reach agreements and form partnerships to solve these conflicts?
