In a recently published research paper about El Dorado County’s planning process, UC Davis Landscape Architecture faculty member Stephen M. Wheeler and co-author Craig Beebe suggest that if the county finds that "managing growth is nearly impossible within the local political ecological context," then those planning decisions might be better made at a regional or state level.
