Attention University Researchers
The California Air Resources Board (ARB) is preparing its annual research plan for the upcoming fiscal year. The Plan will be considered by the Board at a hearing on June 28, 2012. The board is soliciting pre-proposals from University of California (UC) and California State University (CSU) scientists for certain research proposals described in scopes of work available from the Board. Please note that these pre-proposals constitute a subset of the projects in the Plan; the others will most likely be awarded to specific researchers or through a public solicitation.

• Improving Controls and Measurement Methods for Semi-Volatile Organic Compound Emissions from Light-Duty Vehicles
• Improving Chemical Mechanisms for Ozone and Secondary Organic Carbon
• Characterizing the Climate Impacts of Brown Carbon
• Advanced Plug-in Electric Vehicle Travel and Charging Behavior
• Technical Analysis of Vehicle Load-Reduction Potential for Advanced Clean Cars
If you are interested in conducting any of these projects, please contact Heather Choi by June 27, 2012 at (916) 322-3893 or by e-mail at hchoi@arb.ca.gov, to indicate your interest in submitting a pre-proposal. Please also indicate if you or potential investigators would like to discuss specific details related to these projects and she will put you in contact with the project manager.
Responses to this solicitation are due no later than July 11, 2012 and should include the following:
- A three- to five-page pre-proposal discussing your proposed approach for conducting the research project.
- A curriculum vitae or statement of qualifications for all major scientists who would be involved in the study.
- A brief description of research that has been conducted or is currently underway by the applicant in areas related to this topic (include funding source and amount of research funds).
- A preliminary budget using the attached Budget Form.
The Air Resources Board will use these submissions to gauge the extent of interest and available expertise within the UC and CSU systems and to determine the appropriateness of an interagency agreement. If a pre-proposal is selected for further development, an initial full proposal meeting ARB’s internal review requirements will be required by August 10. Funded projects should be in place by February 2013, with up to three years available to conduct research and produce a final report.
